洪琪，1960.5生，1975年下放农村，1977年入岳阳工业技术学院学习，毕业后留校任教，1983年弃理从艺，考入湖南师范大学美术系，1987年毕业后至湖南理工学院任教。现任中国美术家协会会员，湖南省美术家协会理事，湖南省艺术教育会委员会委员，湖南省美术教育学会副秘书长，湖南省水彩艺术委员会主任，岳阳市美术家协会副主席，湖南理工学院美术学院院长、教授。
从事高校美术教学与研讨 23年，前后 担任过构图学、色彩学、素描、东方 美术史、水彩材料与技法，水彩人物、水彩风景、环境艺术设计、毕业论文、毕业创作、毕业设计等多门课程的教学。现为湖南省重点专业负责人、全国1 类特色专业负责人、省级教学团队负责人、湖南理工学院教学名师。
