郭凤祥，天津市人，1980年毕业于天津市美术学院版画系，现为中国美术家协会会员、天津画院副院长、天津美术家协会理事、油画艺委会副主任兼秘书长、国家1 级美术师。
多年来从事油画、水墨画创作。次要 作品有：油画《那个年代》入选第八届全国美展；油画《走向胜利》入选建党80周年全国美展；油画《太行春早》入选纪念毛泽东在延安文艺座谈会讲话发表60周年全国美展；油画《暖冬》入选第十届全国美展；水墨画入选《中国画名家约请 展》。众多作品在全国刊物上发表。
