赵常鑫（孟巴伊森），蒙古族，内蒙古赤峰市翁牛特旗人。1997年毕业于内蒙古师范大学美术系，并留校任教，副教授，硕士，内蒙古师范大学美术学院水彩画教研室主任。现为中国美术家协会会员，中国少数民族美术促进会会员
2001年结业于北京首届中国水彩、粉画人物画高研修班，2011年结业于中国水彩.国际水彩高研修班，多幅作品发表于《水彩艺术》、《中国水彩》等书刊，出版有《赵常鑫水彩画集》《赵常鑫水彩风景静物画写生集》。
