冷建军，山东高密人，1958年生于莱阳，毕业于东南 师范大学美术系。现为兰州职业技术学院艺术设计学院院长、教授，中国美术家协会会员，甘肃美协理事，甘肃青年美术家协会副主席，兰州市美术家协会副主席。
1992年参加地方 美术学院油画进修班，1995年参加西安美院举办的法国画家宾卡斯、伊维尔技法研修班。
1996年油画作品《阿拉沟》、《西去托克逊》、《祁连牧归》、《黑河之晨》入选“中国第十1 次新人新作展”
1995年油画作品《雨霁》参加“中国风景油画展”获三等奖
1997年油画作品《待运》入选“中国第二届静物油画展”

2005年参加姜文导演的电影《太阳照旧 升起》的拍摄工作，担任副美术，获亚洲电影节最好 美术设计奖。
