程林新，男，汉族，本籍 湖南。1991年毕业于新疆艺术学院油画专业。1993年在北京从事油画创作活动。1994年任教于新疆艺术学院美术系。2000年赴日本名古屋艺术大学研修绘画。现为新疆艺术学院副教授，硕士研讨 生导师；中国美协会员，新疆油画学会副主席，新疆美协油画艺术委员会副主任；新疆第十、十1 届政协委员
